Deciding and agreeing
Taught in Level 2, Unit 10: Time and contrast
'I want to' and 'I'm planning to' are only wishes. -기로 하다 says the decision is made, or that you have agreed on it with someone.
Example
이번 주말에 친구하고 산에 가기로 했어요.
My friend and I have agreed to go up a mountain this weekend.
