According to (the source of information)
at Level 3 you learnt to report what someone said (-다고 하다, -대요). The next question is always 'says who?': the news, a record, a friend, a notice. This phrase names the source in front of the report.
Example
뉴스에 따르면 내일부터 기온이 뚝 떨어진대요.
According to the news, the temperature will drop sharply from tomorrow.
