'I was too busy doing X to do Y' is the most common excuse of all, and none of the reasons you know says it. -느라고 (and its short form -느라) has a job of its own, and strict rules. Learn the difference and you will not confuse it with the other three.
Example
청소하느라고 전화를 못 받았어요.
I was cleaning, so I couldn't answer the phone.
