In the middle of, while, amid — a background situation
Taught in Level 4, Unit 5: Technology and everyday life (written style)
news and reports state what happened together with the circumstance around it — 'while many people watched', 'in the middle of a heavy rain'. -는 가운데 puts that background in front. You will meet it whenever you read an article.
