It seems that … — a careful guess from what you see
you have -는 것 같다 from Level 2. In reports, essays and polite messages you often want a more measured 'it seems', and 듯하다 is what writers reach for. It is the fourth piece of a family: sum up, generalise, condition, guess.
Example
창문이 젖어 있어요. 밤새 비가 온 듯해요.
The window is wet. It seems that it rained overnight.
