three thousand comments do not say one thing. To sum up a mixed reaction — some cheer, others attack — newspapers, essays and careful speakers use -는가 하면. It is the pattern for setting different positions side by side.
Example
회의에서 찬성하는 사람이 있는가 하면 반대하는 사람도 있었다.
At the meeting there were people in favour, and there were people against.
